The New York City Council is the lawmaking body of the City of New York.
The council monitors performance of city agencies and makes land use decisions as well as legislating on a variety of other issues.
The City Council also has sole responsibility for approving the city budget and each member is limited to two consecutive terms in office.

While the council's total operating budget did decrease, the amount of money for council member salaries and bonuses actually increased by $70,000 because more stipends were added for those who chair committees.
The council passed no new laws on March 10, in part because much of its time is currently consumed by budget hearings.
The council also honored the life of Harriet Tubman, a slave who escaped from the south in 1849 and helped thousands of others do the same as part of the "underground railroad." Fulton Street in Brooklyn will soon be renamed in her honor.

The council overrode the mayor's veto by a vote of 44 to 5 (with 1 abstention).
The mayor opposes the bill because it would require the city to implement the online registry in a specific timeframe; 60 percent of the system must be in place in two years and 75 percent must be completed in the next four years.
The council was unanimous in its veto override of the electronic death registry bill.

On August 19th, I was contacted by the Office of New York City Council Member, Miguel Martinez, who had proposed a resolution calling on the House of Representatives to appoint the appropriate Committee to oversee, and hold hearings into, the Flight 587 investigation, the safety of the Airbus A300-600, and pilot training.
Council Member Martinez was sensitive to the concerns and frustrations of his constituents and drafted the resolution.
I sighted the New York Daily News accounts released the week of the Hearing where their investigators successfully carried on objects that looked like weapons or could be used as weapons in 14 of 14 attempts.

The original version of this year's New York City resolution complained that the NRA's "stated goal" is to preserve the rights "guaranteed by the Second Amendment to the U.S. Constitution." The draft resolution also urged the Republicans to bar the NRA from the Republican Convention.
The NRA, as the New York resolution accurately notes, has lobbied against legislation banning some guns, and against sharply restricting who may own guns; it has lobbied in favor of legislation that would prevent gun registration, and also in favor of legislation to prohibit abusive lawsuits against lawful firearms manufacturers.
The city council's action is preposterous and hypocritical: The council denounces political diversity (energetic defense of constitutional rights) while proclaiming its love of "diversity." By the council's reasoning, violent criminals add "diversity" and "vibrancy" to a city, but constitutional-rights advocates do not.

One Council spokesperson said the consultants hired by the Council testified that the proportion of recycling vs. incineration predicted in the Solid Waste Management is incorrect.

An antiwar vote Wednesday by the City Council in New York, the city that suffered the greatest loss of life in the September 11, 2001 terrorist attacks, has further exposed the Bush administration’s hypocritical attempt to exploit those deaths as a pretext for aggression against Iraq.
The resolution passed by the council opposed any military action unless it could be demonstrated that “Iraq poses a real and imminent threat to the security and safety of the United States” and that all other options for achieving compliance with UN resolutions had failed.
It was clear that the shift came as council members sniffed the political winds and concluded that their constituencies were overwhelmingly opposed to an attack on Iraq, making approval of a resolution a safe political move.

The City Council on Wednesday overwhelmingly passed legislation that would allow crime victims to sue gun manufacturers and dealers who do not follow a set of selling and distribution guidelines.
