Approximately 120 years ago New York City claimed its place among the greatest centers of urban activity worldwide by the construction of the four bridges crossing the East River between the boroughs of Manhattan, Brooklyn, Queens and the moveable bridges across the Harlem River between Manhattan and the Bronx.
City DOT structure and staffing - this review indicated that restructuring of the City Department of Transportation had reduced the influence of those engineers and personnel charged with maintenance and upkeep of the East River Bridges.
The Department of Sanitation, which is responsible for snow plowing and salt spreading, throughout the City of New York, was reluctant to change years of entrenched snow and ice fighting methods.

The City's Department of Transportation was delegated the responsibility for promulgating the regulations governing the placement and maintenance of news racks, and the Environmental Control Board (ECB) with enforcing the new regulations.
News rack owners pressure-washed racks, purchased new racks, registered their rack locations, provided proof of insurance, and educated one another about the new regulations.
City employees responsible for inspecting news racks are poorly trained, resulting in the arbitrary issuance of thousands of tickets (more than 2200 to date), to which the rack owners must respond.

New York (May 19, 1999) - Today, the Center for Constitutional Rights filed a civil rights lawsuit in the U.S. District Court for the Southern District of New York on behalf of the East Timor Action Network, Inc. (“ETAN”), a not-for-profit corporation dedicated to self-determination and human rights for the people of East Timor.
On March 19, 1999, ETAN mailed a request to the New York City Department of Transportation (DOT) pursuant to DOT’s Standard Operating Procedure 96-1 (SOP 96-1).

The New York City Department of Transportation Bridge and Roadway Division designs, inspects, constructs, repairs and maintains the City's 769 bridges and connected roadway system.
Our prior audit, 96-N-14, found there were delays in making emergency repairs to bridges, and that many repairs did not address the underlying causes of the flags.
We recommended the Department develop a comprehensive plan to resolve flags timely, strengthen controls over flag monitoring and consider estimating repair costs during the inspection process.
