Statutory college - Wikipedia, the free encyclopedia
In American higher education, particular to the state of New York, a statutory college or contract college is a college or school that is a component of an independent, private university that has been designated by the state legislature to receive significant public funding from the state.
The terms "statutory college" and "contract college" derive from the fact that each of these dually-affiliated colleges or schools are operated independently from the state pursuant to statute or under contract with the state.
New York State's Education Law also states that the statutory colleges are not "state agencies." The fact that each of the statutory colleges contains "New York State" in their official names has not legally and technically altered this private nature of the statutory colleges.

The Education Law defines "statutory or contract colleges" as colleges "furnishing higher education, operated by independent institutions on behalf of the state pursuant to statute or contractual agreements" (Education Law § 350[3]).
Given the hybrid statutory character of the colleges, we cannot agree with the dissent that they should be categorically deemed agencies of the State for the purposes at issue because of a compilation of factors on the State side of the column.

Since the 19th century, the State of New York and Cornell University, a private educational institution, have had a unique partnership relating to the provision of higher educational services in the State.
Cornell has significant autonomy over academic activities at the colleges but is accountable to the trustees of the State University of New York and other state agencies for the manner in which public funds are expended.
However, we recognized in Stoll that the Cornell statutory colleges are a blend of specified private and governmental activities that may not be categorically deemed agencies of the State under FOIL because the Legislature has vested many aspects of their administration to the discretion of a private university.

ITHACA, N.Y. -- Families in upstate New York reap numerous benefits, such as a strong sense of safety, moderate cost of living, proximity to jobs and relatives and numerous community amenities (parks, libraries, public events and recreational opportunities), according to a new study from Cornell University.
The study, which assessed the "family friendliness" of upstate New York, found that to maintain the same standard of living that an annual income of $50,000 buys in Rochester, for example, would take $75,000 in Los Angeles and $104,000 in Manhattan.
The Cornell researchers report that among the nearly 5,000 men and women surveyed, the top reasons they chose to live in upstate New York was a job opportunity for themselves or their spouses.

Graffeo, J. Since the 19th century, the State of New York and Cornell University, a private educational institution, have had a unique partnership relating to the provision of higher educational services in the state.
The courts below held that Cornell was a state agency for purposes of an inquiry seeking research and financial documents relating to its management of the New York State College of Agriculture and Life Sciences and the New York State Agricultural Experiment Station.
Because the relationship between the State and Cornell is governed by statute, courts must look to the legislative scheme to determine whether the subject matter of the FOIL request involves private matters beyond the reach of the statute or the more public aspects of the statutory colleges which could be subject to FOIL.

Orion > Orion Magazine > July | August 2005 > Richard Louv > Nature Deficit
A 2003 Cornell University study reported that the more nature a child encountered at home—including exposure to indoor plants and window views of natural settings—the less he or she was affected by negative stresses.
In an earlier hunting and gathering or agricultural society—which is to say, during most of humankind's history—young people were more likely to engage in physically demanding, mentally relaxing activities that immersed most of their sensory receptors: climbing, hunting small animals, baling hay, splashing in the swimming hole.
Viewed from this angle, children and adults alike would suffer from what might be called nature-deficit disorder, not in a clinical sense, but as a condition caused by the cumulative human costs of alienation from nature, including diminished use of the senses, attention difficulties, and higher rates of physical and emotional illnesses.
