  Statutory college - Wikipedia, the free encyclopedia
In American higher education, particular to the state of New York, a statutory college or contract college is a college or school that is a component of an independent, private university that has been designated by the state legislature to receive significant public funding from the state.
The terms "statutory college" and "contract college" derive from the fact that each of these dually-affiliated colleges or schools are operated independently from the state pursuant to statute or under contract with the state.
New York State's Education Law also states that the statutory colleges are not "state agencies." The fact that each of the statutory colleges contains "New York State" in their official names has not legally and technically altered this private nature of the statutory colleges.

State legislation creating the New York State College of Veterinary Medicine was signed on March 21, 1894 by former New York Governor Roswell P. Flower, a man who had become convinced of the value of veterinary medicine to the health of people by virtue of prior personal farm experience.
The college is noted for the James A. Baker Institute for Animal Health, a world-renowned center for canine and equine research, as well as for important work in animal vaccine development, animal reproductive research, and identifying common factors that affect the health of both animals and humans.

Given the hybrid statutory character of the colleges, we cannot agree with the dissent that they should be categorically deemed agencies of the State for the purposes at issue because of a compilation of factors on the State side of the column.
The Court rejected Cornell's defense that the State was not liable because the automobile belonged to the College of Agriculture of Cornell.

The request in Stoll involved a disciplinary record relating to a member of the faculty of one of the statutory colleges, and the Court found that discipline of employees is a university wide function, not a function special or unique to the statutory colleges.

 Appeals court ruling
Cornell administrators expressed satisfaction last week with the New York State Court of Appeals ruling, Feb. 17, that "research records" of the university's contract college units are not subject to the Freedom of Information Law (FOIL).
In reaching its decision, the Court of Appeals further clarified the unique status of Cornell's operation of the contract colleges, concluding that records of the contract colleges relating to matters over which Cornell has been granted autonomy by statute (the New York Education Law) are not subject to disclosure under FOIL.
In a decision released Feb. 17, 2005, New York's highest court, the Court of Appeals, unanimously rejected Alderson's argument along with the analysis and holdings of the two lower courts that had decided the case in his favor.
