  Implementation Stories: New York, NY
New York Community District 2 in Manhattan is currently in its third year of implementing the Investigations in Number, Data, and Space curriculum.  Following is a brief report of their selection process and early implementation of the program.
The system developed a five-year plan to phase in the new program.  The essence of the plan was to begin with volunteer teachers and to use a model in which teachers replaced only some of the units in their current texts with Investigations modules.
The replacement unit model appealed to District 2 leadership and teachers because, if teachers changed their classroom practice slowly over a period of years, the staff development they would need could be focused on fewer areas per year.  This would give them a deeper understanding of the new content and pedagogy in those areas.
