The state government would be authorized to declare its intention to embark on a comprehensive reform by passing a comprehensive repeal of an entire category of state law, effective on January 1st at least 18 months in the future.
The state legislature’s current proposal is to allow spending to continue at the previous year’s level until a new state budget is adopted, except in a few categories such as debt service and pension contributions.
Moreover, the legislature’s current contingency budget proposal, if enacted into the state constitution, could be used to contradict other constitutional requirements, including the requirement that the state balance its budget, and the requirement that it provide a sound basic education for all the children of the state.

The Justice found, not surprisingly, that the funding inadequacy was a state responsibility, and took particular note of the method by which the "three men in a room" manipulate supposedly sophisticated formulas to match a backroom deal they made, a deal which he said has consistently under funded the city.

For nine straight years, the New York State Legislature has cut taxes so that working men and women would have a better chance at a good job in the Empire State.
Higher taxes are on the table even though-indeed, in large part because- the Legislature is taking no action to stop the waste of taxpayers' dollars by repealing the Wicks Law, eliminating lawsuit abuse, reforming costly prevailing-wage rules, or taking other steps that mayors, town supervisors, school boards and business leaders have requested for years.
If the Legislature is truly convinced that higher state taxes and spending will hold down local property taxes, it should insist that this be done.

The New York State Legislature this fall passed amendments to the state's banking code which will provide greater supervisory control over mortgage brokers and, according to one local broker, increased consumer protection for current and potential homeowners.
To further protect the consumer, the new law gives the state's superintendent of banks the authority to require a $25,000 surety bond from those mortgage brokers who have engaged in a pattern of misconduct evidenced by valid consumer complaints.
The new laws also give the superintendent discretionary power to refuse to register a mortgage broker who has been convicted of a felony.

Legislation aimed at updating New York’s laws and provide protections for children in educational settings and daycare centers has passed the state Senate and Assembly, according to Senator Jim Wright (R,C,I-Watertown).
There are currently established practices for background checks and abuse reporting programs in the New York City school district, but not in upstate or on Long Island.
"Currently New York City has a number of these safeguards in place and is able to weed out the individuals who are unfit to be working with our children," said Wright.

A bill to prohibit the use of chromated copper arsenate (CCA) treated lumber for any new public or school playground passed the New York State Assembly and Senate on Monday, June 17.
The New York State bill's legislative memo states that "Educating the public about avoiding the use of CCA-treated wood should serve to reduce exposure from other uses, since alternatives are available."
Both the New York State bill and the EPA agreement ignore the disposal issue and industrial uses, like utility poles, pilings and support lumber in buildings.
