The new immigration policy required marketing because it was intended to increase the number of quality immigrants from a broader range of countries at a time when New Zealand’s economy, having been in the trough of a recession in mid-1991, was unattractive to potential international migrants.
A particularly New Zealand concern focuses on the effects of the targeted immigrants on the indigenous Maori population and the argument that, under the Treaty of Waitangi signed in 1840, the concept of partnership requires that Maori people are fully consulted on immigration policy.

One procedure that is followed in some organizations is to appoint a "kingmaker", usually a senior former office-holder of the Committee, to sound out opinions and organize consultations among interested parties, and to present an agreed slate of candidates to the Committee towards the end of the session.

For five months, Prime Minister Sidney G. Holland, leader of the New Zealand National (Conservative) Party, bitterly fought the Communist-led Waterside Workers Union, whose repeated strikes tied up the country's vital export trade.
Invoking wartime emergency regulations, Holland declared the union illegal, sponsored a rival union, on rare occasions denied the dockers the right of assembly, free speech or publication.
When the striking dockers finally gave in (TIME, July 16), Holland decided that New Zealand should have an opportunity to say it approved of his tough methods.
