In exploring the Ngai Tahu relationship with marine resources, it is necessary to keep in mind the total dimensions of Ngai Tahu life, based around the varied seasons of food gathering, sometimes from the sea, sometimes from the shore and sometimes from inland lakes or forests; all based on both inland and sea travel.
Ngai Tahu presence along the coastline was determined by the location of their marae and settlements.
As the evidence will show, the ability of Ngai Tahu to sail canoes around their territory gave them a foundation on which to develop a canoe based fishery off the confines of the beach, and it is to the evidence of Ngai Tahu fishing up to the time of the Treaty that we now turn.

It states that Ngai Tahu claims customary rights in respect of the foreshore and the seabed and associated waterways and that the coastal marine area is a "taonga" guaranteed to iwi under the Treaty of Waitangi.
"Ngai Tahu is clear that the ownership of the foreshore and seabed, and coastal space more generally remains with the tribe," the report says.

In February 1995, the Ngai Tahu claimants, frustrated with the lack of progress in negotiations with the Crown over settlement of their land claims, asked the Waitangi Tribunal for an early fixture in the hope that the tribunal would make binding recommendations to government for the return of Crown forest lands to Ngai Tahu.
However in December 1994 the High Court dismissed the Ngai Tahu claim that, by virtue of the Treaty of Waitangi, they were entitled to a period of five years protection from competition, or were able to require that the D-G issue no new permits without their consent.
Ngai Tahu had pitched their claim too high in arguing that the right to conduct commercial whale-watching tours came within the scope of the Treaty or aboriginal title, and accordingly no permit could be granted without their consent (even allowing that consent could not be unreasonably withheld).

Ngai Tahu have joined a chorus of Maori voices saying the draft of the new national education curriculum cuts out Maori.
Ngai Tahu chairman Mark Solomon called the document `bland', saying it could have easily been written for Australian students and did not recognise the country's bicultural society.
His criticism joined that of the Maori Party, which accused the government of "obliterating" references to the Treaty of Waitangi, and of Maori educator Hawea Vercoe, who said it could be as "devastating" as strapping Te Reo Maori speakers was in the past.

In June 2006 I resigned as a Director Ngai Tahu Holdings Corporation (NTHC), the commercial arm of the tribe, along with other Directors and the Chief Executive; my six year as a Director was due to end on 31 July but I resigned in June 06 so that I could speak out.
A place to start is a summary of my views in “ Urgent Changes Needed in Ngai Tahu Representation” published in “The Press” 17 Oct 06.
The tribe has a very skilled and sophisticated communications unit initially set up with the purpose of in forming tribal members and the general public about Ngai Tahu activities; I had a direct responsibility initiating its set up.

The report came as Ngai Tahu chairman Mark Solomon broke his silence on deep divisions within the iwi, including a ongoing campaign against him.
However, it is understood that because of the dispute between the two leaders, Potiki no longer reports directly to Solomon and instead reports to the Ngai Tahu Group Board.

The purpose of the current study1 was to contribute to the advancement of problem gambling services2 for Maori living in te rohe o Ngai Tahu by identifying the capacity and willingness of existing services to engage with such development.
A need for increased training of both Maori and non-Maori gambling treatment workers was highlighted, however the presence of some current capacity and a broad willingness to contribute to development of Maori responsive interventions was clearly indicated.
While the current study was focused on this specific region, it is likely that many of the issues identified would be pertinent to developments in other tribal areas.
