The Ngati Kahungunu iwi, one of the largest tribes of New Zealand Maori, is based in Wairarapa and Hawke's Bay.
Its membership recorded at the 2001 census was 51,552, including Ngäti Kahungunu ki Te Wairoa, Ngäti Kahungunu ki Heretaunga, Ngäti Kahungunu ki Wairarapa, Ngäti Kahungunu region unspecified, Ngäti Kahungunu ki Whanganui a Orotu, Ngäti Kahungunu ki Tamatea, and Ngäti Kahungunu ki Tamakinui a Rua.

We have tried to force a unitary Ngati Kahungunu concept upon many peoples who were never unified in that way in the whole of their history.
Ngati Kahungunu Whanui is not a singular iwi.
Historically Ngati Kahungunu Whanui was not an operating unit for any purpose, for it was too numerous and too widespread to function as a single entity.

While this report does not deal with these claims, it is relevant to comment that government "settled" Ngati Kahungunu grievances in Wairarapa by granting Crown land in territory well outside their traditional tribal lands.
We were also given to understand that the claimants in the Pouakani claim felt that if Ngati Kahungunu were to be repatriated, then these lands should return to the tangata whenua.
The Ngati Kahungunu ki Pouakani claims lodged with the tribunal will be investigated separately and in the context of Ngati Kahungunu interests.

One hundred and thirty years ago Ngati Kahungunu was at the forefront of what became known as the Land Repudiation Movement which was set up to repudiate the earlier taking of land by the Crown or individual colonisers and to prevent future alienations.
We have an ancient tradition of living with the sea on one of the longest coastlines in the country and we have never erected any artificial barriers between the whenua and the moana, between the foreshore and shore, or the seabed and the waters that flow with it.
The Repudiation Movement and the establishment of a Maori Parliament were 19th century attempts within Ngati Kahungunu to remedy the constitutional imbalances and flawed interpretations of Te Tiriti that colonisation had imposed and profited from.

Hirini (Sidney) Whaanga Christy, great-grandson of Ngati Rakaipaaka and Ngati Kahungunu leader Ihaka Whaanga, was born on 16 August 1883 at Nuhaka.
His mother, Mihi Mere Whaanga, was the eldest daughter of Hirini Te Rito Whaanga and his third wife, Mere Hunonga Schmidt (Mete) of Ngati Te Kauaha, a hapu of Ngati Rakaipaaka of Nuhaka.
In 1936 he made an unsuccessful submission for the Ngati Rakaipaaka people in their land claim against the Crown for part of the Nuhaka No 1 block; it was central to the claim later submitted to the Waitangi Tribunal.

The blood shed by Ngati Pahauwera in the various battles was a paanga in itself to the land.
He writes that the killing of Te Ohomaori of Ngati Raukawa by Te Kahu o Te Rangi was one of the incidents that led to the 1820 taua in the first place.
We accept that Ngati Pahauwera assisted in driving Ngati Raukawa from Heretaunga and that some of their tipuna lie buried on the islands of Te Whanganui-a-Orotu as a result of earlier battles.

He was the chief of his Ngai Te Whatuiapiti tribe and his main hapu (sub tribes) were Ngati Te Manawakawa and Ngati Rangikoianake.
He had kinship links within Ngati Kahungunu, Rangitane, Ngati Ira and other tribes throughout the Hawke's Bay and Wairarapa regions, and was therefore very influential.
His father was Kurimate, also known as Te Rangikoianake II, and his mother was Tatari of the Ngati Tapuhara and Ngati Hinepare sub tribes of Ngati Kahungunu.

The tribe Ngati Kahungunu, the descendants of Kahungunu, occupy the lower east coast of the North Island, from the southern edge of Gisborne, around Mahia Peninsula and down Hawkes Bay to the Waiararapa.
Kahungunu was a mighty man, so the stories say, who wielded his weapon of fatherhood skilfully and with vigour, and to such effect that many thousands of people now own him as ancestor.
The hapu Ngati Pahauwera take their name from their famous ancestor Te Kahu o te Rangi, not in life but after his death.

Ngati Kahungunu are disappointed in the edict given by the state services commissioner using the public service code of conduct as a tool to prevent our Maori whanau in the Public Service standing alongside their people in the Hikoi.
While we understand the public service code of conduct issues relate the bringing the Public Service into disrepute, we consider that the Public Service and the Government have already brought themselves into disrepute through their work on the Foreshore and Seabed legislation.
We urge all our Kahungunu whanau and public servants, regardless of rank and title, to come and stand beside us in our opposition to the Foreshore and Seabed legislation and the State Services promotion of the pedagogy of the oppressed.
