Nial Declann was a Grand Admiral in the Imperial Navy.
Declann was a volatile but quick-witted veteran of the Clone Wars, where he served aboard a Republic Acclamator-class assault ship; later, after the rise of the Empire, he became a TIE Fighter pilot, and his success in the starfighter corps brought him to the attention of Emperor Palpatine's agents.
They discovered that Declann was Force-sensitive, though for reasons unknown (it could just be that if he was discovered, he was too old to begin training) the Jedi Order had never identified him as such.

 Nial Declann Information
Declann became known throughout the fleet for his unpredictable, moody nature, and the practiced organization of his troops that few realized was due to his Force abilities (such as Battle Meditation).
Grand Admiral Thrawn theorized that the rapid and disastrous loss of coordination and morale among the Imperial fleet at Endor after the destruction of the second Death Star was due to the death of the Emperor- they were like robots connected to a battle computer who had their connection severed, to paraphrase Thrawn.
Declann apparently had limited prescient abilities, as he grew increasingly nervous and distracted for no apparent reason as the battle wore on; these subtle indications, visible to the spice-using Grand Admiral Miltin Takel, were responsible for that Admiral's survival.

Grand Admiral Thrawn later theorized that with the death of Emperor Palpatine, the battle meditation he exercised on his troops through the Force was removed and the Imperial Navy's fighting ability was dramatically reduced, allowing the Rebel fleet to scatter them.
Thrawn was correct that the Death Star's destruction and the withdrawal of battle meditation had a dramatic effect on the Imperial Fleet's effectiveness, though he was mistaken as to the meditator's identity- battle meditation is a rare talent, which Palpatine did not possess, but Grand Admiral Nial Declann did.

The Alliance maintained records of each Grand Admiral's whereabouts, in order to ensure that they didn't get a chance to rally Imperial forces.
Among the twelve known Grand Admirals at that time were Martio Batch, Nial Declann, Josef Grunger, Ishin Il-Raz, Afsheen Makati, Danetta Pitta, Pecatti Syn, Miltin Takel, Osvald Teshik, Rufaan Tigellinus, Demetrius Zaarin, and the so-called "Last Grand Admiral," Admiral Grant.
The most infamous of them all, however, was the thirteenth Grand Admiral, Thrawn, who filled the void left when Zaarin was killed during his own attempt to become Emperor.
