On 3 November 1894, upon the death of his father, Tsar Alexander III, Nicholas took the oath of allegiance at the age of 26 and was crowned as Emperor of Russia.
Nicholas' father had never encouraged his son to take an interest in state matters or to express his own opinions.
During June 1890, Nicholas met his wife to be, Princess Victoria Alix Helene Louise Beatrice of the German Grand Duchy of Hesse-Darmstadt, a Lutheran by birth, and grand-daughter of Queen Victoria.

Giers, or Girs, was born on the 21st of May 1820.
On the death of Alexander II in 1881 it was generally expected that M. de Giers would be dismissed as deficient in Russian nationalist feeling, for Alexander III was credited with strong anti-German Slavophile tendencies.
de Giers was exactly what he wanted, and accordingly the tsar not only appointed him minister of foreign affairs on the retirement of Prince Gorchakov in 1882, but retained him to the end of his reign in 1894.

Mikhail Muraviev was the son of General Count Nicholas Muraviev ( governor of Grodno), and grandson of the Count Mikhail Nikolayevich Muraviev, who became notorious for his drastic measures in stamping out the Polish insurrection of 1863 in the Lithuanian provinces.
In Denmark he was brought much into contact with the imperial family, and on the death of Prince Lobanov-Rostovsky in 1897 he was appointed by the Tsar Nicholas II to be his minister of foreign affairs.
When the Tsar Nicholas inaugurated the Peace Conference at the Hague, Count Muraviev extricated his country from a situation of some embarrassment; but when, subsequently, Russian agents in Manchuria and Peking connived at the agitation which culminated in the Boxer Rebellion of 1900, the relations of the responsible foreign minister with the tsar became strained.

He therefore transferred Gorchakov to Vienna, where the latter remained through the critical period of the Crimean War, Gorchakov perceived that Russian designs against Turkey, supported by Britain and France, were impracticable, and he counselled Russia to make no more useless sacrifices, but to accept the bases of a pacification.
After the congress he continued to hold the post of minister for foreign affairs, but lived chiefly abroad, and resigned formally in 1882, when he was succeeded by Nicholas de Giers.

Born in Berlin on the 5th of March 1814, he studied under Leopold von Ranke, and his first important work, Geschichte OltosIl., was contributed to Rankes Jahrbucher des deulschen Reic/is softer dem schsischen Hause (Berlin, 1837-1840).
In 1841 he published his Jahrbuc/ier des Kiosters Altaich, a reconstruction of the lost Annales Altahenses, a medieval source of which fragments only were known to be extant, and these were obscured in other chronicles.
The brilliance of this performance was shown in 1867, when a copy of the original chronicle was found, and it was seen that Giesebrechts text was substantially correct.

Gorchakov was furious so his duties were transferred to a pro -German named Nicholas de Giers, who boosted of having Germanic blood.
Bismarck made it very clear to the Russian Government that any alliance signed between the two would not stand on it's own but it would be a supplement to the earlier Austro - German alliance.
The new foreign Minister de Gires wanted this treaty badly so he didn't object to Austria's inclusion.
