In humans, the nictating membrane is the apparently useless pink lump in the inner corner of the eyes.
In cats and dogs, the nictitating membrane is not usually visible, and its appearance is a sign of poor condition or ill health.
Nictating membranes are also popular in fictional characters such as Vulcans, presumably because they confer a non-human appearance.

The nicitating membrane is located in the medial and ventral quadrant when viewed from the front.
In the human, a vestige of the nicitating membrane (the plica semilunaris) can be seen in the medial corner of the eye, situated behind the pink pad of tissue (the caruncle).
The conjunctiva is a delicate, folded membrane arising at the margin of the cornea and sclera (called the limbus region), covering the sclera for a short distance before folding backward to line the inner surface of the eyelids.

Eyeblink or nicitating membrane conditioning provides a perfect display of such learning mechanisms since the unconditioned stimulus (US) (usually and air puff to the eye), and the conditioned stimulus (CS)(usually a tone) are well defined and can be precisely controlled.
An example of classical conditioning is the nictating membrane response often tested in rabbits, in which case the unconditional stimulus is an air puff to the eye and the conditioned stimulus is usually a tone.
Postsynaptic changes could occur through an increased ability of the receptors to activate changes in the permeability of the postsynaptic membrane, and an increased communication between the region of the postsynaptic membrane and the rest of the neuron.

Re: Why are certain animal's nicitating membranes colored?
The nictitating membrane is common in cats and dogs, and is commonly called the third eyelid.
Other than to protect the surface of the eye, this membrane has no role in vision itself, and is not responsible for the yellowish reflection you get from dog (and cat) eyes at night.
So, having said all of that — I’m not at all sure that the nictitating membranes are coloured — if they are, it isn’t significant to the effect your question goes on to discuss.

Cherry Eye is characterized by the protrusion of the third eyelid (Nictitating Membrane) caused by a weakness in the ligament meant to hold it in correct position.
Athough more costly it is best to tack it back in to place as many older dogs suffer dysfunction of the lacrimal orbital gland resulting in a decrease in tear production.
As glands on the nicitating membrane are responsible for 30% of the tear production it is ideal to leave it in position as a back up to the main gland.
