Lucien Bouchard, born on December 22, 1938 in Saint-Coeur-de-Marie, Quebec, is a Quebec lawyer and sovereigntist politician who was Leader of Opposition in Ottawa (1993 - 1996) and Premier of Quebec (January 29, 1996 - March 8, 2001).
The Parti Québécois (PQ; the Quebec provincial party in favour of independence) campaigned for the Bloc in the 1993 Canadian election, hoping for a massive success of the federal party to prepare sovereignty, according to the Three Periods strategy of PQ leader Jacques Parizeau.
Quebec premier Jacques Parizeau first led the Yes campaign but, as support for sovereignty began to reach a plateau, the more popular Bouchard was given the official leadership.

Quebec has 7 million people - just about as much as all of the western provinces and territories of western canada combined.
As far as conservatives picking a leader from Quebec we went through that with Mulroney and him giving the cf18 contract to bombardier which should of gone to Bristol of Winnipeg with the lower bid but Mulroney let the voting numbers of Quebec take priority over making decisions based on right and wrong.

To answer your question about why the federal gov't was interested in using public monies to promote federalism in Quebec, the answer is simply that a separatist gov't was in power in Quebec that was using public monies to spread its message, in attempt to foster support and bring federalists over to the separatist side.
The nicknames come from long ago and neither party can really claim the terms as part of their true heritage, since both parties have drifted from what they stood for when those names meant something.
