He studied with his father, Nicodemus Tessin the Elder, who was an important Swedish baroque architect.
Nicodemus the Younger is the father of Carl Gustaf Tessin, one of the most influential Swedish politicians of his time.

Tessin the Younger wanted the building to be erected as a visual focus beyond the long canal in the park of the royal palace of Versailles outside Paris.
Tessin mentioned the project for the first time in a letter written in 1712 to the Swedish envoy Daniel Cronström who resided in Paris.
When Tessin the Younger's son Carl Gustaf went to Paris in 1714, Tessin entrusted the proposal to him in the hope that his son would be granted an audience with the French king and would then be able to present the splendid design for a ”Grand pavillon d’Apollon”.

A series of Ionic pilasters grace the interior, and the three dozen bells in the south tower are rung daily, the "music" resounding throughout the historic core.
