  Jean Nicolet - Quebec History
Nicolet, Jean (1598?-1642), explorer, was born at Cherbourg, France, about 1598, the son of Thomas Nicolet and Marguerite Delamer.
After the capture of Quebec in 1629, Nicolet remained loyal to the French, and returned to the country of the Nipissings, where he stayed until July, 1633.

 Jean Nicolet - Wikipedia, the free encyclopedia
As an employee, Jean Nicolet was a devotee of the Roman Catholic Church and a faithful supporter of the Ancien Régime.
On his arrival in Quebec, in order that he learn their language, he was sent to live with the Algonquins on Allumette Island, a friendly First Nation settlement on the important fur trade route on the Ottawa River.
Nicolet returned to Quebec in 1620 then was directed to go to the Lake Nipissing area where he spent more than eight years among the Nipissing nation, running a store and trading with the various indigenous peoples in the area.

His successor, Mgr Joseph-Simon-Herman Brunault, the present occupant of the see, was born at St-David, Quebec, on 10 January, 1857; educated at the seminary of Nicolet and the Canadian College, Rome; ordained, 29 June, 1882.
Having ministered two years in the cathedral of St. Hyacinth and taught for many years in the seminary of Nicolet, first as professor of literature, and then of theology, he was named coadjutor to Mgr Gravel and consecrated titular Bishop of Tubuna, 27 December, 1899; and succeeded as Bishop of Nicolet, 28 January, 1904.

I saw a table flag version in the Nicolet convent in the Summer of 1997 and the arms are described in Ian Campbell, The Identifying Symbols of Canadian Municipal Institutions, Waterloo, 1990.
The city with several bell towers mounted with a miter and over a river signify that Nicolet is an episcopal city with several religious institutions and is located on the river bearing the same name.
The arms on the flag were created and realized by local architect David Deshaies, in 1943, following a request of Arthur Martin, then mayor of Nicolet.

Nicolet was most certainly not trying to come to Wisconsin, actually he was trying to go to China but when he got to Wisconsin and saw some Native Americans greeting him he knew he was in the wrong place.
Jean Nicolet is still mostly famous in the Wisconsin area and parts of Michigan.
