Town twinning or sister cities is a concept where towns or cities from geographically and politically distinct areas are paired, with the goal of fostering human contact and cultural links.
In Europe, such pairs of towns are known as twin towns or friendship towns; in North America and Australasia, the term sister cities is used for the same concept; and "brother cities" (города-побратимы) is the term in the former Soviet bloc.
The practice of town twinning was developed in Europe after the Second World War as a way to bring European people into a closer understanding of each other and to promote cross-border projects of mutual benefit.

The except in question is contained in this blog from back in July 2003:
Much has been said for and against George Bush, but he has perhaps never before been compared to the title character in Nietzsche's parable, "The Madman." That's the one in The Gay Science about the lunatic who runs about a town, amazed that the street-corner skeptics do not yet realize that they have killed God.
Like a distant star, the event is so big that it takes years for its light to reach the earth so that men can see it.

When people leave our churches and go elsewhere, they do not ordinarily join the Catholic Church or some cult like the Jehovah's Witnesses.
Instead, they more commonly join some easy-going, no-standards, live-as-you-please, judge-not, positive-only New Evangelical church across town.
