Then, near the end of the night, as the crowd thins out and closing time approaches, he starts to tell a story--Big Joe and Phantom 309.

Although Waits has always been an idiosnycratic artist, this is surely his brighest example of perversity.
While I couldn't pin down my overall favorite Tom Waits album, I can point to "Nighthawks at the Diner" as my favorite work of Waits in regards to lyrics.
Musically the songs are a little too similar to one another, but if you give a good listen to the lyrics you'll hear some fine commentary on life, love and the world at large.
