The story turns on the narrator's discovery of a Nihilartikel about Uqbar: that is, a false article in an otherwise legitimate reference work.
These places may plausibly have inspired the name and some other aspects of the Borges's Uqbar, although Borges's description of its culture is of course fictional.
The Nihilartikel described in the story furnishes deliberately meager indications of Uqbar's location: "Of the fourteen names which figured in the geographical part, we only recognized three - Khorasan, Armenia, Erzerum - interpolated in the text in an ambiguous way.

It's not the dictionary term I may or may not vaguely remember, which was not a German compound.
The gloss first given for Nihilartikel makes it seem unsuitable semantically as well, since a copyright-trap entry is supposed to be hard to spot.
In any case, Nihilartikel is new to me, and I'm glad to learn about it.

After this had been up for a little while, the featured article template was replaced with the European toilet paper holder article after all, using a suggestion from BanyanTree that it be labelled as "Today's featured Nihilartikel".
When objections were raised about including the hoax news story with other serious items, it was removed from the "In the news" template and placed in a separate banner below the Main Page's introductory text.
