Serizawa Kamo led the Shinsengumi, in the middle of the Shinsengumi was Kondou Isami and in the rear, Niimi Nishiki.
Niimi Nishiki had gotten pale and his legs were clearly shaking, but he didn't dare throwing his sword.
As a consequence, Niimi was obliged to commit seppuku at the spot, supervised by Hirayama Gorou and Toudou Heisuke.

He was a Mibu Roshigumi commander but later was demoted to vice commander because of his poor conduct.
He was ordered to commit Seppuku because of breaking regulations.
Strangely, Niimi Nishiki is enshrined in Ryozen Gokoku Shrine by Katsura Kogoro.

The murder of Serizawa Kamo and the forced seppuku of Niimi Nishiki show clearly the fact that discipline and loyalty to the Tokugawa was non-negotiable.
Firstly on 10.09.1863 Niimi Nishiki was captured and forced to commit seppuku, no doubt as part of a Kondou and Yamanami plan to remove the Serizawa group (although it is also said that it may have been the result of a feud with a Mito samurai).
In the famed Gion district of Kyoto, Niimi was taken at the Yamano-o store, and summarily charged with breaching the 1st and 3rd articles of the Shinsengumi rules (being renowned for extracting money with violence to fuel his ‘interests’ with the city’s courtesans).

Nevertheless, he played a key role in the beginning of the Shinsengumi, as its "Kyokuchou" ("Chief"), along with Kondou Isami and Niimi Nishiki.
Kiyokawa's group was meant to act as a "bodyguard" of the Shogun Tokugawa Iemochi when he got in Kyoto, professing complete allegiance to the Bakufu (government of the Shogun).
Serizawa went to join that group with his fellows from the Tengu Party times, namely Niimi Nishiki, Noguchi Kenji, Hirayama Gorou and Hirama Juusuke (some say Hirama Kinsuke).

It is commonly believed that he was from the Mito domain, though that is far from certain.
There is some belief that the name “Niimi” was an assumed one and that his real name was “Iori Tanaka”.
            Niimi worked very closely with Serizawa at first, but by nature he was a bit of a loner and it appears he may have gradually distanced himself from the “Chief Boss”.

The original Captains of the Shinsengumi were Kamo Serizawa, Isami Kondō, and Nishiki Niimi.
Their request was granted, but ironically, the reckless actions of Serizawa and Niimi, done in the name of the Shinsengumi, caused the group to be feared in Kyoto when their job was to keep the peace.
Their reputation improved after the seppuku of Niimi and the assassination of Serizawa by the Kondo sect within the group.

Yamanami served as a vice-commander, alongside Hijikata Toshizo and Niimi Nishiki (after Niimi's demotion due to the fight with wrestlers.)
Yamanami was said to be one of the Shieikan members involved in the Serizawa Kamo assassination in 1863.

Eventually it got to the point where the daimyo Matsudaira was displeased with his conduct and had the Shinsengumi execute him, along with his partner Niimi Nishiki.
The Mibu Roshigumi was divided between its head chiefs: Serizawa Kamo and Niimi Nishigi on one side and Kondou Isami – head of the Shieikan Dojo – on the other.
Shortly afterwards in September, Hijikata entrapped Niimi and forced him to commit suicide; Hijikata and several others then ambushed and killed Serizawa.

Despite Watsuki-san's use of Miburô (as "Wolf/Wolves of Mibu") as an admirable term for the Shinsengumi (or, at least, for Saitô), they were in fact referred to as wolves by the citizens of Kyoto for the reckless and brutal actions of two of the original senior captains, Serizawa Kamo and Niimi Nishiki.
(Niimi was made to commit seppuku by Hijikata, and Serizawa was killed on Sept. 18, 1863 by Hijikata and Okita (as part of a group that included Inoue, Yamanami, Tôdô, and Harada).) It was after this that the re-organization into ten units (which made Saitô captain of the Third Unit) took place.
The Ikeda-ya affair (Ikeda-ya Jinken), on June 5, 1864, was what made the Shinsengumi heroes when they prevented the Ishin Shishi's plans to burn down Kyoto.

Hijikata was initially one of the vice-captains under three joint captains: Kondo, Serizawa Kamo (the model for Shishio ^^) and Niimi Nishiki.
But Serizawa and Niimi basically were abusing their status as protectors of Kyoto and basically tarnishing the reputation of the entire Shinsengumi.
Then Serizawa and his rowdy followers were assassinated by a group of people including Okita, and Kondo became the sole Captain, with Hijikata as his vice-captain.

The three original captains of the Shinsengumi were Kamo Serizawa (Shishio Makoto was said to have been based from him), Isami Kondo, and Nishiki Niimi.
They watched over Kyoto to lessen revolutionary and lawless activities there, but Serizawa and Niimi overstepped their authority, making their group feared instead of looked at as police.
Eventually though, Niimi committed seppuku, and Serizawa was assassinated by Kondo supporters.
