		The residents of Nikiski did not have to put any segment of their population or local economy at risk to accommodate the LNG facility and to the limited extent there are risk the risks, in effect, arrived before the area was populated.
		Nikiski may be the perfect site for an LNG facility compared with Harpswell with its denser population, its rich local history, its history of fishing and maritime occupations and its many historic and architecturally significant structures.

		With help from the federal government and the National Rural Electric Cooperative Association, BP is buying a $6.5 million, 250 kilowatt fuel cell to power the plant's administration building and warehouse, spokesperson Paul Laird said during a meeting at the Challenger Learning Center of Alaska in Kenai on Aug. 16.
		Siemens Westinghouse is testing two 25 kilowatt and 220 kilowatt prototype fuel cells at the University of California Irvine and a 100 kilowatt prototype in Essen, Germany.
		It is installing 250 kilowatt prototypes at BP's Nikiski plant and also in Toronto and Norway.

		BP Exploration (Alaska) Inc. said in a statement today that a “state-of-the-art power generation system designed to increase electrical efficiency and reduce emissions” will be installed at BP's gas-to-liquids test facility” in Nikiski.
		Using natural gas as feedstock, BP said its Nikiski fuel cell project will generate 250 kilowatts of electricity - roughly the consumption of 50 average homes - and power the warehouse and administration building at the GTL facility.
		The fuel cell will be connected to the local electrical grid operated by Homer Electric Association to study operating characteristics and costs.
