Present Air Force basing in the southeastern US is a good example of units close together, each with a variety of aircraft, that could work and train in a more composite fashion without redistributing forces.
Air Force units deployed to the Persian Gulf in the vast Desert Shield and Desert Storm operations had that particular look, in aggregate, of the force structure required for the scenarios just described.

As of mid-2000, the 19th Air Force was composed of more than 35,000 assigned personnel and 1,600 aircraft in 19 units throughout the United States.
Nineteenth Air Force also provides follow-on training for most Air Force pilots in their assigned aircraft.
It was established as Nineteenth Air Force on 1 July 1955 and activated on 8 July 1955 at Foster AFB, TX, assigned to Tactical Air Command.

 Foster L. Smith, Major General, United States Air Force
Foster "Lee" Smith, 83, an Air Force Major General who was Assistant Deputy Chief of Staff for Plans and Operations at Air Force headquarters, died of heart disease October 7, 2005, at the Hermitage in Alexandria, Virginia.
In September 1953 General Smith went to George Air Force Base, California, where he served as operations officer with the 21st Fighter Bomber Group; operations officer for the 479th Fighter Day Group; and was commander of the 436th Fighter Day Squadron when it was equipped as the world's first supersonic fighter squadron.
From November 1955 to July 1957, General Smith was assigned to the Nineteenth Air Force at Foster Air Force Base, Texas, as director of operations and training.

Reassigned to Air Force Headquarters, Washington, D.C., in May 1956, he was named deputy director of operations in the Office of the Deputy Chief of Staff/Operations.
On July 25, 1960, he became commander of the Tactical Air Command's Nineteenth Air Force, often termed "the suitcase Air Force" because of its ability to move instantly anywhere in the world as the command nucleus and planning elements of the Tactical Air Command's Composite Air Strike Force.
He is rated as a navigator and bombardier, and in addition to being a command pilot, he became the first Air Force officer of his rank to go through the Army's paratroop jump school and won his paratrooper's wings in October 1960.
