The Twenty-ninth United States Congress was a meeting of the United States national legislature, comprised of the United States Senate and the United States House of Representatives.
It met in Washington, DC from March 4, 1845 to March 3, 1847, during the first two years of the administration of U.S. President James K. Polk.
The apportionment of seats in this House of Representatives was based on the Sixth Census of the United States in 1840.

The Ninth Amendment along with the rest of the Bill of Rights, was proposed by Congress in 1789, to be ratified by the requisite number of states in 1791.
The Ninth Amendment, particularly when taken in conjunction with The Tenth Amendment, emphasizes that the Bill of Rights is not a grant of rights from the government to the people, but a reminder that it merely enumerates some of the most important powers not granted to the government.

The conventions of a number of the States having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added.
For purposes of representation in the Congress, election of the President and Vice President, and article V of this Constitution, the District constituting the seat of government of the United States shall be treated as though it were a State.

He was elected to the Fifty-ninth United States Congress in 1905 and served in eleven succeeding Congresses until 1929 when he chose to run for the United States Senate.
His bid for a seat in Senate failed but was soon appointed judge of the United States Court of Customs and Patent Appeals by President Calvin Coolidge.
He later was appointed presiding judge of the court by President Franklin D. Roosevelt in 1937 and served until his retirement on September 15, 1955.
