 PREAMBLE
Subject to paragraphs (4) and (5) of this Section, the Nitijela may, by Act, amend paragraph (1) of this Section so as to vary the total number of members of the Nitijela, or the number of electoral districts, or their geographic boundaries, or the number of members to be elected from any electoral district.
The Nitijela may at any time provide, by Act stating the proposed amendments to be considered, for the holding of a Constitutional Convention, provided that such Act is approved at both the second and the third readings by two-thirds of the total membership of the Nitijela.
It shall be the duty of the Nitijela, as soon as practicable after receiving the Speaker's certification under paragraph (7) of this Section, to provide by Act for a referendum among all qualified voters on the question of holding a Constitutional Convention to consider the amendments proposed in the petition.

On the other hand, if Nitijela is not satisfied with the final Compact package at that time, it may take action on the matter, said the President.

In CNO compact policy papers to the U.S. Congress, a full inflation adjustment for Compact funds, a Kwajalein trust fund, and assistance to repair the Majuro International airport, were issues also put on the table by the RMI to be reviewed by Congress, as they were not considered favorably during negotiations.
Although the Nitijela just reconvened after its summer break, the United States Congress is in recess for the month of August and will not be back in session until after the Labor Day break, the first week of September.
The Marshalls' team is actively working with the Congress to improve the Compact and assure a viable funding stream for the government and people of the RMI if the Compact is not passed in time, he said.

The resolution describes the understandings of the Nitijela in respect to inflation adjustment and fiscal stability; the continuation of federal programmes - in education, immigration, nuclear issues, the Kwajalein land use agreement and fiscal procedures agreement.
Marshall Islands officials say they are pleased with progress made on the Compact, in the US Congress, especially in such a short time frame and remain hopeful that this process can be seen through to a favourable conclusion in the very near future.

A group of about 300 Marshall Islanders, led by traditional and political leaders from the islands of Majuro and Kwajalein, carried placards objecting to the recently signed Compact of Free Association with the United States and urged the Nitijela to not approve the Compact.
During his state of the nation address at the opening, President Kessai Note said that it was essential for the amended Compact to be approved by September 30 so that guaranteed funding from the US to the Marshall Islands does not come to a halt when the current funding agreement ends.
It has not officially been introduced into the Nitijela for review, but is expected to be later this week.
