Ogre's partner in that band was Martin Atkins, the driving force behind Pigface and Invisible Records, and former drummer with Public Image Ltd and Killing Joke, to name but a few.
Nivek Ogre's vocals, that turned from fragile whispers to tortured growls, not to mention his lyrics, have probably meant just as much.
Ogre starts a completely incomprehensible rant about how he started to question who he is, to, after having circled around cosmos, landed and become the person he is today.

Out of respect to the late Dwayne Goettel, Ogre and cEvin felt that resurrecting the band at the Doomsday Festival between the two of them would be a better and more adequate homage to their former bandmate, and they left a symbolic place on stage for Dwayne during their performance.

Ogre: Right, the W.E.L.T. stuff, and we kind of got into a very strange position with American Recordings at a time when they were having a lot of problems.
Ogre: It may not be called W.E.L.T. persay, for obvious reasons, and we're trying right now to get back those masters from American, but it's some strange negotiating, let me tell you.
Ogre: Martin made most of the decisions, and that was one of is conditions on working on the record, but at the same time, I know that the album would not have sounded the same had I not been involved.

Nivek Ogre - TheBestLinks.com - Industrial music, Skinny Puppy, Ministry (band), KMFDM, ...
Nivek Ogre is the stage name adopted by late-twentieth / early twenty-first century performance artist and lyricist Kevin Ogilvie, primarily used in relation to his groundbreaking work in the postmodern art band Skinny Puppy.
The name derives both from the literal reversal of his given first name of "Kevin," and a play on his last name to reference an Ogre, or horrible monster, likely to imply the devastating emotional and psychological trauma his performance art was intended to evoke.
Ogre has been involved with many industrial music acts such as KMFDM, Rx, Pigface and Ministry.

Blogcritics.org: Review: Go Ask Ogre: Letters From A Deathrock Cutter, by Jolene Siana
Go Ask Ogre is a compilation of letters written compulsively, over a three-year period, by Jolene Siana—an artistic, sensitive, suicidally-depressed, self-mutilating teenaged girl living on the bum side of Toledo, Ohio—to Kevin Ogilvie, AKA Nivek Ogre, the singer of her favorite mud and fake blood-coated industrial band, Skinny Puppy.
Every letter Siana wrote to Ogre is proof of her own elemental strength and creativity, and if writing them saved her, it's only because of what was in her to begin with—a hunger to know herself, and a will to live truthfully.
The name "Nivek Ogre" is a stroke of performative genius, achieved by simply spelling his decidedly anti-dramatic actual first name backwards to become the sharp, blood-spattered, dangerous creature that fronts Skinny Puppy.

The band disintegrated in a massive shitstorm of disasters and recriminations in the mid-90s, hardly helped by drug habits on a monstrous scale (which led to the demise of keyboardist Dwayne Goettel), just before the release of their most accessible album to date, 'The Process'.
For much of the next five years, a stony silence existed between the two survivors, Nivek Ogre and cEvin Key, until 2000 saw a shock reunion for a German festival.

 Skinny Puppy
Skinny Puppy is an industrial band, formed in 1982 by cEvin Key (Kevin Crompton) Nivek Ogre (Kevin Ogilvie) and engineer/producer Dave 'Rave' Ogilvie, adding keyboardist Wilhelm Schroeder for their debut LP, Bites before replacing him with Dwayne Goettel (see 1982 in music).
On their 1989 album Rabies, Ogre had brought in Ministry frontman Al Jourgenson as a producer, resulting in a album with poor critical and fan reception.
Tension began to run high among the band members during and after the completion of 1992 album Last Rights (copyright problems with a Timothy Leary sample in the song "Left Handshake" led to its exclusion from the album), and it became increasingly difficult for them to continue working together.

RollingStone.com: Skinny Puppy : Skinny Puppy Bark Back : News
Founding member cEvin Key, unhappy with the way the album was progressing in the hands of producer Martin Atkins, absconded with the tapes to Skinny Puppy's hometown of Vancouver, British Columbia, leaving his longtime partner, Nivek Ogre in Los Angeles pondering the fate of the group the two had formed in 1984.
It is perhaps with a sense of unfinished business that Key and Ogre return in 2004 with the May 25th release of The Greater Wrong of the Right, the first new Skinny Puppy material to surface in eight years.
That dark construct may well have been what ultimately caused Skinny Puppy's immolation in 1994, but a decade later Ogre is using it to further both the music and his own personal healing.

While the word 'comeback' has unavoidable connotations, anyone expecting a Puppy rehash will be in for a big disappointment, as Ogre has largely turned his back on the whole angst-industrial scene both musically and conceptually.
Pleased rather than disconcerted with the fact that many a Puppy fan will be amazed by the groove-based sound of the new material, Ogre acknowledges his love of vintage electronic music, happily admitting to constantly listen to Eno and...Roxy music.
