Generally, a highway is a road which has multiple lanes of traffic in each direction, often with a physical division between the directions of flow, and separate access roads to and from the highway, which are widely separated than those on a standard road and are often grade-separated.
Highways in remote areas may have rest areas where motorists may stop and relax before resuming a long drive.
In the U.S., the term highway technically has the broader meaning given at the beginning of this article (encompassing all state government-maintained roads for cross-city or inter-city traffic), but in colloquial usage is often used to refer only the subset of that category that includes roads less important than a freeway.

In Brazil, highways (or expressway/freeway) are named "rodovia", and Brazilian highways are divided in two types: regional highways (generally of less importance and entirely inside of one state) and national highways (of major importance to the country).
Highways are divided, but may have at-grade or grade-separated intersections as demand requires, private driveways are minimized (but not completely forbidden), bicyclists and pedestrians are sometimes allowed, and the speed limits range from 45 to 55 miles per hour.
All interstate highway routes in California are freeways, most important intracity state routes are freeways, and most important intercity state routes are highways (with sections being upgraded to freeways as necessary).

No person, either as owner or in possession or control of any horses, mules, cattle, swine, sheep or goats shall permit them to run at large on any highway or public road in Washington County.

A highway will usually prohibit access by pedestrians and may limit what vehicles may travel on it.
An expressway is always a limited-access toll road, while a freeway is a free limited-access highway.
In the PRC, highway does not refer to a freeway or expressway, but instead to a normal road equivalent to an "A"-level road in Great Britain, or a class-one non-expressway.

There is no suggestion that individuals ever drove the strip to access the lake, that the strip was improved to facilitate travel off of Highway D, or that the County maintained the st rip in the manner it maintained the highway.
The strip w as never in the highway right-of-way; therefore, discontinuation of the highway is not discontinuation of public access to a navigable lake.

Comment: 1951's "No Highway In The Sky" stars James Stewart as "Theodore Honey", a scientist working on an unusual project -- attempting to prove that a new fleet of commercial airplanes is about to experience a catastrophic failure of its tail assembly.
Glynis Johns also co-stars in "No Highway" (that shorter title was the original name of the film; the "...In The Sky" portion of the title was added for U.S. prints).
"No Highway In The Sky" is one of the lesser-known Stewart or Dietrich flicks -- but one that certainly deserves to be seen.

The entrance to the Trans Labrador Highway in Happy Valley-Goose Bay is a strange sight: at a bend on the main street, a narrow gravel road dives abruptly into the Labrador wilderness, looking more like a minor logging road than a highway.

In this scenario we get back a visual connection to our waterfront, but at an outrageous cost: billions of tax dollars (roughly $80,000 per viaduct driver), an unimaginable construction mess and an entire business district left hanging for seven to 11 years.
Unfortunately, WSDOT assumes the current 100,000 daily trips on the viaduct are fixed and permanent, and insists on accommodating them in what is, perhaps, the most insane location for a highway.
In case the viaduct fails before a new one is built, the Seattle Department of Transportation is studying many smaller projects to improve our larger transportation network.
