Noam Federman is a right-wing Israeli Jew in Hebron and a former leader of the Kach Party.
Federman is currently the spiritual leader of the Hilltop Youth, a right-wing Jewish youth movement which seizes strategic hilltops throughout Judea and Samaria (an area also known as the West Bank).
Federman, amused by the ministry's comment to the press, replied that it was in pattern with the courts' and prosecutor's offices past restrictive behaviour towards him that they would now seek to bar him from acquiring the title he worked for as a law student.
