The Norwegian Nobel Institute was established in 1904 in Oslo (Kristiania), Norway.
The principal duty of the Nobel Institute is to assist the Norwegian Nobel Committee in the task of selecting the recipient(s) of the Nobel Peace Prize and to organize the annual Nobel events in Oslo.
The institute has a staff of five, headed by Geir Lundestad, professor of history at the University of Oslo.

The peace prize ceremony was held at the Norwegian Nobel Institute from 1905 until 1946, later at the Aula of the University of Oslo, and since 1990 at the Oslo City Hall.
Although Nobel's will established the prizes, because his plan was incomplete and due to various other hurdles, it took five years before the Nobel Foundation could be established and the first prizes awarded in 1901.
Nobel's will speaks of prizes for those inventions or discoveries of greatest practical benefit to mankind, possibly having in mind more practical than theoretical works.The Nobel Prize Internet Archive Mathematics was not considered a practical science from which humanity could benefit (a key purpose for the Nobel Foundation).

 Shri Mataji's Bid for the Nobel Peace Prize
However, the Norwegian Nobel Institute has informed me that "No one, except the laureate of course, is told they are on the short list." If Shri Mataji really was given information that she was on the short list, then it was a breach of the statutes of the Nobel Foundation.
This would imply a further breach of the statutes of the Nobel Foundation which hold that there must be no mention "of the contents of discussions relating to choices of candidates for the various awards".
However, the Norwegian Nobel Institute have assured me that "There is no final list of 3." Thus the evidence suggests that this story, that was passed around at the national leader level and presumably originated with Shri Mataji, was as baseless as Shri Mataji's claims to having been short listed.

There is no Nobel Prize for mathematics, but many mathematicians have won the prize, most commonly for physics but occasionally for economics, and in one case for literature.
The Nobel Prize in Economics (as it is popularly, but incorrectly, called) achieved that status after it was introduced in 1968, but in that case the Bank of Sweden, which created the award, attached the magic name Nobel to it.
It may or may not be true that Nobel wasn't good at math, but there is no evidence to suggest that a negative high school experience in the math class led to a desire to get back at the mathematicians later in life by not giving them one of his prizes.
