Vice-Admiral Nobutake Kondo, commander of the Southern Fleet of the Japanese Imperial Navy.
Kondo was the overall commander of amphibious operations in the Philippines in 1942, and took part in operations at Malaya, Sumatra, Java, Guadalcanal, Midway and Savo Island.
Acting on reports from Filipino Guerrillas in May 1945, SUMNER TEAM pursued Kondo throughout the Zambales Mountains on Luzon in hopes of an attempted capture, but the team was unable to locate the elusive admiral.

Kondo's powerful task force was backed by four cruisers and sixteen destroyers of Vice Admiral Gunichi Mikawa's Outer South Seas Force.
The Japanese fleet was deployed in the form of a triangle with Admiral Kondo's "Advanced Force", comprised of Carrier Division 2, two battleships, five cruisers and twelve destroyers, occupying the western corner of the triangle.

Atago was the flagship of Vice Admiral Nobutake Kondo's Third Fleet during the invasion of the Philippines on December 8, 1941 (December 7 at Pearl Harbor, Hawaii).
In late May 1942, Atago sailed as flagship of Kondo's Midway Occupation Force, which was to occupy the strategic island following its reduction by carrier planes from Akagi Hiryu Soryu and Kaga, all of which were sunk by U.S. forces on June 4-5.
After weathering the Battles of the Eastern Solomons (August 23-25) and Santa Cruz Islands (October 26-27), Atago was damaged at the Naval Battle of Guadalcanal on November 14 by shelling from the U.S. battleships Washington and South Dakota.
