Noel Browne was born on 20 December 1915 in Waterford.
Browne was educated in Athlone and Ballinrobe as his father travelled around the country.
Browne was expelled from Clann na Poblachta and was elected to the Dáil as an Independent TD in the subsequent election.

To the end of his days Noel was moved by the fate of his brother and he used to say that he, Noel Browne, was an intelligent, attractive, fit and able young man so he was capable of being the same.
Having read the book Noel Browne's determination and tenacity would not be in question but what was surprising was that he was not as bitter as he should have been when one considers his family circumstances and the devastation which tuberculosis wreaked on his family.
Noel Browne was a man of immense courage and was greatly admired.

The last two surviving ministers of that cabinet in the 1980s, former Minister for External Affairs Sean MacBride and Browne, publicly and trenchantly disagreed as to the events that led to the declaration of the republic.
Browne saw MacBride, who had been his party leader at the time, as egotistical and manipulative, holding him personally responsible for his dismissal from cabinet.

In 1950 Browne proposed introducing a scheme which would provide free maternity care for all mothers and free medical care for all children up to the age of sixteen, regardless of income.
Browne refused to back down on the issue but received little support even from his Cabinet colleagues.

Noel Browne, the former Minister for Health in the Inter-Party government 1948-1951, has done much to shape that popular view in his moving autobiography Against the Tide.
Browne employed very strong images and those have the effect on the reader of placing the archbishop in a pre-democratic and pre-modern world - a conspirator who wielded power without any respect for the authority of the state.
For example, Browne wrote how, during the mother and child crisis in 1950/1, he was "peremptorily ordered to Archbishop McQuaid's palace by a telephone call from his secretary" where "I was told to attend a meeting" in archbishop's house, Drumcondra [p.157].

There was internal dissension, however, between MacBride and one of his ministers, Dr Noel Browne, Minister for Health, over the 'Mother and Child Scheme'.
Browne's scheme brought him into conflict with the Catholic hierarchy and MacBride would not support him.
After Browne's resignation and the resulting fallout, the party never recovered its position, although it continued to contest elections until 1965.

When Dr Browne, the former Minister for Health credited with the virtual eradication of tuberculosis from Ireland, died recently, many of the people who came to pay their respects to him at O' Flaherty's Funeral Home did so out of gratitude for the extra years he had given them.
One woman, in her 80s, said she dropped by to say goodbye to him on behalf of her deceased relations who always spoke so highly of the fearless psychiatrist whose own life was marked by struggle, crippling poverty and illness.
In an interview with this writer on TB, Dr Browne said it was difficult for this generation to appreciate the sense of desolation and suffering associated with the disease, which afflicted one in 10 families, wiped out whole communities and accounted for over 4,300 deaths nationally in 1942.

Before he took office Browne had established a committee to raise the £250,000 cost of a new sanatorium for Dublin in response to the State's failure to tackle the TB epidemic which was claiming 4,000 lives a year in Ireland.
Despite his role in the formation of the organisation, Noel Browne had ruled out any possibility of State funding for the workshop plan - a situation that remained unchanged until the 1960s.
This restricted the scale of the services that could be provided, but it also laid the foundation for the development of a fiercely independent, non-political and non-sectarian ethos that remains intact within Rehab today.
