A Nominated Member of Parliament (NMP) is an unelected MP that does not represent any electoral district in the Parliament of Singapore.
The Nominated Members of Parliament scheme was introduced by Goh Chok Tong and approved by Parliament in March 1990.
NMPs are appointed by the President for a term of two and a half years on the recommendation of a Select Committee chaired by the Speaker of the House.

If any person who is not a Member of Parliament is elected as Speaker or Deputy Speaker, he shall, by virtue of holding the office of Speaker or Deputy Speaker, be a Member of Parliament in addition to the Members aforesaid, except for the purposes of Chapter 2 of Part V and of Article 46.
Parliament shall from time to time elect two Deputy Speakers; and whenever the office of a Deputy Speaker is vacant otherwise than by reason of a dissolution of Parliament, Parliament shall, as soon as convenient, elect a person to that office.
Members of Parliament shall be persons qualified for election or for appointment in accordance with the provisions of this Constitution and elected in the manner provided by or under any law for the time being in force in Singapore or appointed in accordance with the provisions of the Fourth Schedule.

He suggested that NMPs be elected nationally and not constitutionally to serve a term of five years as the current system of a two-year term was simply too short a time for the newly elected NMPs to learn the ropes.
Being an NMP does not mean being non-oppositional or uncritical even though to a certain extent, it does denote being somewhat on the opposing camp.

OTING is not a privilege but a right, and in fact a duty, Nominated Member of Parliament Simon Tay argued in parliament the other day.
The fact that the government has stipulated who may or may not vote overseas makes it clear that voting is a privilege - as Mr Wong stated in no uncertain terms in parliament.
There is nothing new or unusual about voters having to satisfy certain criteria, of course: Section 6 of the Parliamentary Elections Act spells out a string of conditions under which voters may be disqualified.
