The DPP and its smaller ally, the Taiwan Solidarity Union (TSU), managed to win 101 of the total 225 seats up for grabs, while the opposition pan-blue alliance of the Kuomintang (KMT), People First Party (PFP) and New Party won 114.
The non-partisan Solidarity Union, a group of independents registered as a party, won six seats, while non- affiliated independents won the remaining four.
Since the majority of independents are likely to vote with the pan-blues (blue after the color of the KMT emblem), this means that President Chen Shui-bian is destined to spend most of the rest of his second term wrestling with the problems of minority government.

In the December 11, 2004, Legislative Yuan elections, the DPP won 36 percent of the vote (89 seats) to the Kuomintang’s 33 percent (79 seats).
The other parties of note were the PFP, which won 14 percent of the vote (34 seats), and the Taiwan Solidarity Union (Taiwan Tuanjie Lianmeng; TSU), which took 8 percent of the vote (12 seats).
The Non-Partisan Solidarity Union (Wudang Tuanjie Lianmeng, which won 6 seats), the New Party (Hsin Tang or Xindang, formerly the Chinese New Party, Zhongguo Xindang, which won 1 seat), and independents (non-party—tang-wai or dangwai, 4 seats) hold the other 11 Legislative Yuan seats.

With 89 votes from the Nationalist Party (or Kuomintang), all 23 votes from the People First Party, 1 vote from independent legislator Li Ao, and 6 votes from the non-partisan Solidarity Union, there were a total of 119 affirmative votes.
Among them, 86 are from the Democratic Progressive Party, 12 are from the Taiwan Solidarity Union, 89 are from KMT, 23 are from the People First Party, 8 are from the non-Partisan Solidarity Union, and there are 3 independent legislators Li Ao, Lin Wuei-chou, and Lin Chin-hsin.
