In Star Trek: The Next Generation, Dr. Noonien Soong is a cyberneticist who lived on the colony Omicron Theta for several years, where he created six androids with positronic brains, the last two being Lore and Data.
Although Dr. Noonien Soong's ancestry is not explicitly stated in the cannon, it is highly likely East Asian, either Chinese or Korean.
Soong is a popular Chinese surname (宋; in pinyin: Sòng, Wade-Giles: Sung) and Korean surname (송; in revised[?] romanisation: Song), in both of which, the vowel o are pronounced similar to oh and not on.

Soong struck me as a dark counterpoint to DS9's Benny Russell, the 50's sci-fi writer (really a vision of Sisko's), who wrote his optimistic tale of an African-American space station commander on the walls of his room in the mental institution when he was denied paper.
Soong is denied electronic recording devices (which he also uses for escape attempts) instead, but he continues to design DNA sequences to improve the human race, writing them out on paper that will just be vaporized by prison personnel.
Soong 'tsk-tsks' sympathetically, and tells Archer that his people are probably being brought to an Orion processing station on a nearby planet to be sold as slaves.

I see that Soong is changing his viewpoint a lot during the progression of this story, it'll be interesting to see how it plays out in hos own personal struggle.
That would explain how Noonien Soong was so intelligent, enoguh so that he was able to create Data, even if the story-line doesn't actually say so.
Soong might be bad, but he is no killer.

He was apparently unsuccessful in the completion of this task, it was not until Arik Soong's descendent Noonien Soong, under the tutelage of Ira Graves (Data's "grandfather") and with the assistance of Juliana Tainer (Dats's "mother") that a fully formed android was created (TNG episodes: The Schizoid Man and Inheiritance).
Prior to Data Dr Soong created at least two other androids, Data's brothers Lore and B-4, both were considered faulty and were deactivated in favour of the more advanced Data (TNG episode: Datalore and movie/novelization: Nemesis).

After a discussion in which Smike reveals Soong's plans to rescue the embryos, Archer sets course for Cold Station Twelve, where the budding genetically enhanced lifeforms are kept in storage.
Soong's plans hit a snag when his Augments are unable to enter the storage facility which holds the embryos without the correct code.
