 Windward Passage - Wikipedia, the free encyclopedia
From either the eastern tip of the Guantánamo Province of Cuba, or the western tip of Haiti's Nord-Ouest Department, it is possible to see lights on the other side of the Windward Passage.
It connects the Atlantic Ocean to the Caribbean Sea, and is in the direct path of shipping between the Panama Canal and the eastern seaboard of the United States.

 Cameroon Provinces
Nord province split into three provinces: Adamaoua, Nord, and Extrême-Nord.
Correction: In "Administrative Subdivisions of Countries", 1982 was given as the date for a reorganization, in which Centre-Sud province was split into Centre and Sud, and Nord province was split into Adamaoua, Extrême-Nord, and Nord.
The Ethnia site seems to think that the name of Nord province is East Benue, but I haven't seen that name used anywhere else.

East Cameroon federal state consists of thirty departments.
Correction: In "Administrative Subdivisions of Countries", 1982 was given as the date for a reorganization, in which Centre-Sud province was split into Centre and Sud, and Nord province was split into Adamaoua, Extrême-Nord, and Nord.
According to Geographic Notes for 1985-09-30, published by the U.S. State Department, that was the date of Presidential decree 83-390.

Since the abortive April 1984 coup d'état, the department of Mfoundi, whose capital is Yaoundé, where the Republic's institutions are located, has been under a state of emergency.
Naturally, the texts of the ratification of the Covenant and the first Optional Protocol were publicized in both languages in Cameroon, particularly when they were solemnly adopted by the National Assembly, when their promulgation was widely publicized by the President of the Republic and when they were published in the Official Gazette.
Cameroon, which acceded to the Covenant without reservation, is bound by this obligation.

 Cameroon Departments
(The departments in Nord-Ouest and Sud-Ouest provinces, which used to be part of the British mandate, are sometimes called "divisions".) The departments are further subdivided into 315 arrondissements (as of 1999), and then into districts.
Nord province split into three provinces: Adamaoua, Nord, and Extrême-Nord, where Adamaoua consisted of Adamaoua department only, and Nord consisted of Bénoué department only.
Cameroon is divided into ten provinces, which are subdivided into 58 départements (departments).
