Sterling was returned without difficulty in the 1981 election, and served as a Minister without Portfolio from April 10, 1981 to February 13, 1982.
Sterling, who represents a predominantly rural and Protestant region of Ontario, disagreed with the Davis government's decision to fully fund Ontario's Catholic school system and insisted that his protest be entered into the official minutes of the executive council.
Sterling was re-elected in the provincial elections of 1990 and 1995, on the latter occasion by almost 20000 votes.

Sterling Brown told Walter White, cards on the table, "I mentioned miscegenation in connection with the founding fathers." "Miscegenation" is a curious coinage of the American psychology -- the mixing of races as taboo.
Sterling's aim was not to discuss miscegenation, though a scholarly topic, he just wanted to slip "casually" in his article "The Negro in Washington," a "single phrase in a book of 1141 pages." Its full discussion was not one that the Federal Writers' program was willing to undertake.
It is regrettable that Sterling Brown, it seems, did not further delve into the peculiar story of Mary Syphax and meditate on it and the problematic of American miscegenation.

Norm also was very influential in supporting the Corel Centre, the home of the Ottawa Senators, and bringing forward freedom of information legislation and legislation prohibiting smoking in the workplace and initiating the Drive Clean program in the province of Ontario.
Norm even claims to have owned a few racehorses to pay his way through law school, although I've been to the racetrack with Norm and I doubt that could ever possibly be the case.

Sterling said he never read an urgent 1997 letter from Jim Wilson, the health minister, who warned that proposed regulations contained a crucial loophole failing to force municipal waterworks operators to inform local public health officials when tests showed dangerous contaminants in drinking water.
Sterling said he "wasn't engaged" in water pollution issues and that he did not consider drinking water protection a big concern.
Sterling said he was assured by senior staff that massive cuts to the environment ministry by the Harris government would not pose any public risk.

That was about as close to action that Norm has come, and it was undoubtedly inspired by polls showing that a startling two out of three Torontonians now believe their personal health has been affected by pollution.
Norm Sterling went so far as to take credit for having played an important backroom role in bringing about this long-needed, much-resisted reform.

As reported on CBC radio June 11 and as reported in the Pipeline May 17, former Environment Minister Norm Sterling was asked in 1997 to amend legislation so that private labs immediately notified health units of adverse drinking water test results.
Sterling wrote back to Wilson’s successor, Elizabeth Witmer, in November 1997, saying, in effect, that such an amendment wasn’t necessary because the responsibility to report on the part of both operators and the private labs "is clearly delineated in the [Ontario Drinking Water] Objectives."
Norm Sterling, Minister of Environment and Energy from August, 1996 to June, 1999 was informed of the potential impacts of the cuts to human health and the environment.

Sterling to further impress upon him the need to ensure that the electricity supplied by Ontario Hydro is generated in a manner that is both safe and environmentally sound and to encourage him to consider actions to further reduce air pollution in Ontario.
Sterling's ministry has placed a cap on nitrogen oxides and sulphur dioxide emissions from Ontario Hydro facilities and the company has indicated that it will continue to meet those demands.
Minister Sterling is also aware that further reductions in those emissions will be necessary in order to address both domestic and transboundary acid rain and smog issues.

Sterling comes out to accept, spends a few minutes on the mic making his intentions known, then makes his way to the back to prepare for his first title defense, which happens to be against the man he defeated for the title, DENNIS GREGORY.
Norm has made it crystal clear that IWC officials have had enough with these games and are taking things into their own hands to stop this.
Sterling has really assumed a leadership position in recent weeks when it comes to this evil contingent, and it seems this faction only gets more and more dangerous and threatening by the week, especially now that Sterling is granted an IWC Title shot.

Sterling's comments about why newer cars were included are substantially at odds with the official Drive Clean position that newer cars are tested because some will fail, and need to be caught early.
Sterling said it went beyond that, and that one of the reasons was to have enough cars in the program to make it financially viable for the large number of private garages providing tests.

Sterling called the environment business "fertile ground for the transfer of that model to achieve significant gains." His challenge came during the question and answer period that followed his remarks to about 170 business representatives at the Recycling Council of Ontario’s annual Industry Breakfast in November.
Sterling’s parliamentary assistant, is currently meeting with many of the 300 individuals and groups who responded to the Regulation Reform package.

Although Norm Sterling will make his presence known, the former Kanata mayor (Wilkinson) will have welcomed these people to the area over the past 2-3 years curing citezenship ceremonies, and will be a recognizable figure on the ballot sheet, riding the Liberal banner.

Sterling said letters have been sent out to his counterparts in neighbouring U.S. states telling motorists visiting Ontario, including commercial traffic, that they will have to conform to the province's new emissions standards program, expected to start in Windsor and other cities next year.

Environment Minister Tony Clement (and his predecessor before this spring's Cabinet shuffle Norm Sterling) may pay lip service to the creed of reduce, reuse, and recycle, but the reality in the scrap tire business in Ontario speaks otherwise.
At present, the equivalent of some 14 million new passenger car tires are sold annually in Ontario, replacing a similar number of scrap tires, according to industry observers.
A group of stakeholders in the industry held a meeting with then Environment Minister Norm Sterling on August 4, 1998 to make recommendations that would force the pollution pirates out of their lucrative "business," ensure a steady supply of scrap tires to recyclers and reduce the risk of a tire bomb going off.
