 RAF History - Bomber Command 60th Anniversary
From Senior Air Staff Officer at Bomber Command headquarters between 1938 and 1940, Norman Bottomley was appointed AOC 5 Group in November 1940 and was later promoted to Deputy Chief of the Air Staff in 1943.
Born in Yorkshire on 18 September 1891, Norman Bottomley was educated at Halifax School and the University of Rennes in Brittany before being commissioned into the Yorkshire Regiment with which he served until transferring to the RFC in 1915.
Bottomley's appointment as SASO at Bomber Command in 1938 marked the beginning of a rapid rise towards C-in-C by 1945.

In response to the Soviet requests, Portal (who was in Yalta) sent a request Bottomley to send him a list of objectives which could be discussed with the Soviets.
The documents written by the RAF Air Staff state that it was their intention to use RAF bomber command to "destroy communications" to hinder the eastwards deployment of German troops and to hamper evacuation, not to kill the evacuees.
The priority list drafted by Bottomley for Portal, so that he could discuss targets with the Soviets at Yalta, included only two eastern cities with a high enough priority to fit into the RAF targeting list as both transportation and industrial areas.
