 North Cachar Hills dist in Assam under curfew
The trouble-torn district of North Cachar Hills in Assam was put under a 48-hour curfew at 1 pm on Wednesday after trouble once again erupted between the Dimasas and Hmar tribes.
NC Hills Deputy Commissioner S I Hussain said on Wednesday a group of around 40 armed Dimasas arrived in village Lower Ridzol, 16 km from the headquarters town of Haflong, and attacked the villagers.
An estimated 1500 Dimasas from their settlements close to the border with Cachar district have deserted their homes and are taking shelter in Dimasa villages in places like Gunjung, Sarkari Bagan etc.

Armed militants terrorise the twin hill districts of Karbi Anglong and North Cachar Hills in Assam, violating a ceasefire agreement signed as the first step for negotiations on their demand for statehood for areas dominated by the tribes they represent.
He pointed out that the Khasi Hills, the Jaintia Hills and the Garo Hills were in the Sixth Schedule; that Mizoram was in the Sixth Schedule; and that the Centre had upgraded all these Sixth Schedule hill areas to States "because there are inherent weaknesses in the Sixth Schedule".
The two hill States may have to witness further bloodshed if a solution continues to elude the twin districts and the political dialogue with the militant outfits is prolonged further.

The Cachar and North Cachar Hills districts of Assam located in the southern banks of river Brahmaputra witnessed the worst ever-ethnic mayhem between the Dimasa and Hmar tribes, rattling the age-old bonhomie.
It owes its origin to the missionary vision of a Christian corridor to the north and south of Assam, the ulterior aim being the balkanization of Bharat.

This does not mean that these communities, the Hills Tribes and the Plains Tribes, do not inhabit the `Other' districts; it only means that they are not enumerated as tribes outside the Hills Districts and Plains Districts, and so are not recognised as what they are outside their notified habitats.
This tribe, actually part of the Dimasa Kachari family (Hill Tribe) that had migrated in historic times to the neighbouring Cachar district, had lost their Hill Tribe status after moving to the plains, and so were recognised as a Plains Tribe only in that district.
However, when in the 1980s the old Cachar district was restructured into three districts, Cachar, Karimganj and Hailakandi, the Barmans of Cachar lost their recognition as a Plains Tribe in Karimganj and Hailakandi and are now recognised as a Plains Tribe only in the new smaller Cachar district.

Kalijoy Sengyung, chairman, NC Hills Autonomous Council presided over the conference while Prakanta Warisa, chief executive member NC Hills Autonomous Councils and member of Parliament (Rajya Sabha) attened as the chief guest and Samarjit Haflongbar, MLA addressed the conference as guest of honour.
Besides executive member and members of the autonomous council and senior citizens, almost all the gaon buras of NC Hills attended the conference and took part in the deliberations.

The Hmars, who according to the 1991 census, were 12,535 in number in Mizoram, were disappointed with the contents of the Mizo Peace Accord of 1986, which failed to address their demand of a 'Greater Mizoram' integrating all areas inhabited by Hmars in Mizoram, Assam and Manipur under a single administrative unit.
In July 2003 during the Hmar-Dimasa conflict in the North Cachar (NC) Hills district of Assam, the HPC-D formed an armed wing, the Hnam Santu (Hmar Protection Cell), under the leadership of 'chief commander' Laltuolien Hmar, to protect the interests of the Hmars from the alleged onslaught of the DHD.
The outfit is active primarily in Mizoram; the Hmar inhabited areas of Churachandpur district in Manipur, and the Cachar (with base camps in the Bhuban hill range) and North Cachar Hills districts of Assam.
