		The constitutional revisions of 1835 resulted in great part from North Carolina’s acceptance of Jacksonian democracy, a poltical movement that emphasized participation of the common man in the political process.
		By the 1830s, demands for reform came primarily from three quarters: westerners (at the time primarily from the Piedmont), who wanted equitable geographic representation in the General Assembly; Whig politicians, who disliked Democratic domination of state politics; and economic planners, who wanted to build internal improvements that easterners had prevented.
		The lower House of the General Assembly would be based on the federal census; no county would have less than one representative in the 120-member body.

	North Carolina History Project : Marriage, History of
		Accordingly, the Assembly in Albemarle, in its 1669-1670 session, passed An Act Concerning Marriages, which provided that, in the absence of a minister, a couple could wed in the presence of “three or fower of their Neighbors” before the governor or a councilor.
		To “prevent clandestine and Unlawful Marriages,” the General Assembly at Edenton gave Justices of the Peace the authority to solemnize marriages in any parish that had no resident minister or in a county with a minister, with his consent.
		North Carolina historian William S. Powell estimates that “two-thirds of all marriages prior to 1868 were by banns, [for] they were quicker and cheaper than licenses.” Banns recorded in the churches were not public records.

		In 1799, the North Carolina General Assembly appointed a committee headed by Thomas Fields, a surveyor, to acquire 50 acres around the temporary courthouse to provide land for a permanent courthouse and other official county buildings and to organize the town.
