The North Carolina Community College System is the third largest in the nation.
In 1952 Dr. Allan S. Hurlburt conducted a study concerning the need for community colleges in North Carolina but it was not until 1957, during the administration of Governor Luther H. Hodges, that the Community College Act was passed.
The preceding information was originally excerpted from the 1991-92 North Carolina Manual (published by the NC Department of the Secretary of State), and continually supplemented by information from Department of Community Colleges staff.

 North Carolina House Nears Vote on Moratorium Legislation
The North Carolina House of Representatives will soon vote on a two-year moratorium on executions in the state while the death penalty is studied.  A moratorium bill passed the full Senate in 2003, but had been previously blocked from coming to a vote in the House.
House Speaker Jim Black and House Majority Leader Joe Hackney both support the bill to halt executions and form a study committee.  The committee would examine issues such as the adequacy of legal counsel, prosecutorial misconduct and racial bias.
Republican Representative Doug Vinson stated that he is leaning toward supporting the measure, noting, "Given that there's clearly been inequitable application of the death penalty, it's our obligation to understand why and err on the side of life."  (Charlotte Observer, May 27, 2005).  See Recent Legislative Activities.

At the 10:00 A.M. session, House Speaker Jim Black (D-Mecklenberg) announced the removal of the lottery referendum provision from the massive omnibus budget/revenue bill which was the result of several weeks of negotiation between House and Senate conferees.
After the announcement, the House Rules Committee met and by a 15 to 9 vote, passed a new version of SB 2 which provided a separate vote on a lottery referendum bill.
