North Carolina has had three Constitutions in her history as a State: the Constitution of 1776, the Constitution of 1868, and the Constitution of 1971.

The Senate modified and passed the bill to submit the proposed Constitution to the voters, but it failed to pass the House, due chiefly to the inability of the supporters of the two divergent approaches to court revision to reach agreement.
