A406 road - Wikipedia, the free encyclopedia
The North Circular leaves the Southend Road at an elevated junction with the M11 motorway above Charlie Brown's Roundabout, it turns south, passing Eastern Avenue (A12) on a flyover at Redbridge Interchange.
The junction with the A13 has been built to enable the North Circular to be continued across the junction to the Thames Gateway Bridge when it is built.
Under this plan the North Circular Road was designated as the northern section of Ringway 2 and was scheduled to be upgraded to a motorway designated as the M15.

CBRD - Histories - Ringways - Northern Radials
Heading north and north-east from London are three or four radial motorways, all bizarrely ignoring the A10 and A13 corridors.
The section of motorway connecting to the A406 North Circular Road opened in 1977, some eight years after our target date of July 1969 and five years after the GLC had, apparently, cancelled large parts of the Ringway plan, including Ringway 2 in the south and the North Cross Route.
It was to begin on the North Cross Route in Dalston, at the point where the North London Line railway is in a tunnel.

 CBRD - Histories - Ringways - Ringway 2
The North and South Circular Roads did not escape the Ringway plans - they were to become Ringway 2, the second circular motorway from the centre of London.
The North Circular by this stage had seen some substantial realignment, both before and after the war, but the South Circular had seen almost no changes and was seen as totally unsuitable.
It was known from the late 1960s that the northern portion of the route would simply be an on-line upgrade of the A406 North Circular Road, and so that is precisely where the motorway would have run.
