U.S. and North Korean officials met in Berlin in December to discuss joint remains recovery operations for the year 2000.
In January, 2000 the North Korean Mission to the United Nations issued a statement that remains of American servicemen had been discovered during a land re-zoning project in the North Pyongan Province, where many men died during fierce combat during the Korean War.
North Korea responded in mid-February with a letter that once again tied recovery operations to the humanitarian aid they had requested, and said they would ‘dispose’ of the remains they had unearthed if the U.S. did not come and get them.

A 2002 order by Syria called for the delivery of North Korean Scud D medium-range missiles along with biological and chemical warheads which are weapons of mass destruction.
The North Korean said the Scud engines were produced at the so-called "January 8 Factory" in Kaechon while the missiles were assembled in the Shin-eum-ri facility in Pyongyang.
The newspaper quoted the North Korean as saying that the BW and CW warheads were assembled at the Namheung Chemical Factory and were onboard the train when it exploded in what was described as an accident.

To bolster its claim that the remains are American, North Korea released a name from a military identification tag it said was found among the remains.
On Monday, Li Gun, deputy North Korean representative at his country's mission at the United Nations, said in a telephone interview the Korean People's Army had invited the Pentagon to send a "fact-finding team" to the land reclamation project to verify that the remains are those of American servicemen.
