North West Company - Wikipedia, the free encyclopedia
In 1783, the North West Company was officially created, with its corporate offices on Vaudreuil Street in Montreal and led by businessmen Benjamin Frobisher, Peter Pond, and Simon McTavish, along with investor-partners who included Isaac Todd, Robert Grant, Nicholas Montour, Patrick Small, William Holmes and Frobisher's brothers, Thomas, and Joseph.
The destruction of the North West Company post at Sault Sainte Marie by the Americans during the War of 1812 was a serious blow during an already difficult time.
However, the continued existence of the North West Company was in great doubt, and shareholders had no choice but to agree to a merger with their hated rival after Henry Bathurst, the Secretary of State for War and the Colonies, ordered the companies to cease hostilities.

North-West Territories, 1870-1905   (Site not responding. Last check: 2007-10-21)
The region north and sometimes east of Manitoba was established as the District of Keewatin in 1876.
It was into these districts, in the southern portion of the Territories, that the great bulk of the settlement population would flow, and consequently on which most government attention was focused prior to 1905.
In 1875 the NORTH-WEST TERRITORIES ACT provided a new framework: the governor and council would now operate from a territorial capital (first Battleford, then Regina), and as the settlement population increased, elected members would be added, until a territorial assembly which was substantially elective was created in 1888.

The original Act of 1875 established permanent institutions of government for the Territories, as well as amending and consolidating the diverse legislation pertaining to the region.
In 1891 the Territorial legislature was empowered to "regulate its proceedings" and promptly discarded the official use of French.
In 1975 the assembly was made fully elective, and it chose some of its members to sit on the executive council; but the commissioner and 2 appointed assistants who also sat on the council continued to have great influence on local government policy, and were ultimately responsible to Ottawa, not to the elected assembly.

At 27, he was the youngest minister in the government, but his deputy, Eddie Trowbridge, had been clerk to the territorial government before Alberta became a province and had known every premier of Alberta and Saskatchewan from 1905 to 1935.
In 1887, he was elected to the Territorial Council, where he championed "responsible government": that cabinet should be responsible to the legislature and the legislature to the people.
At the heart of that vision was responsible democratic government, constitutional equality for the West with the older provinces of Canada, and unification of the West into one big province strong enough to counterbalance the weight of Quebec or Ontario.
