In northeast Thailand, mean annual rainfall is about 1285 mm./annum, the region has yet significant impact of drought in a various part of the region (Wongvitawas 1993).

Seafarer source communities are found in all 19 provinces of the Northeast Region, both in cluster villages and isolated hamlets.
Little large-scale drug abuse was evident among seafarers and this appeared to reflect a perceived decline in general usage in the Northeast due to more rigorous policing.
