Against this background, the Northern Ireland Cycling Forum was established in November 1998.
Northern Ireland Cycling Strategy document (in electronic format) may be viewed here (this document is approximately 1.5 MB, a 10 minute download and links to another 26 subsections/chapters).
The Minister advised Forum members that he was aware that figures for the 2001 Cycle Usage Survey reflected little change in the levels of cycling in Northern Ireland, but that members shouldn't get too down hearted because of the need to continue monitoring usage and to examine the sample size of the survey.

The RIR is Northern Ireland’s regiment of the British Army.
After the loyalist ceasefires of October 1994, the PUP was invited, along with the UDP, to engage in dialogue with British government officials and subsequently won seats in the election to the Northern Ireland Forum for Political Dialogue and the multi-party talks.
After election to the Northern Ireland Forum for Political Dialogue with 3.7% of the vote, the UKUP was admitted to all-party talks but withdrew with the DUP in 1997 in response to government contact with Sinn Féin.

October The Northern Ireland Assembly debates a UUP motion, and later a similar DUP motion, to exclude Sinn Féin ministers from the Executive.
May Northern Ireland Secretary of State John Reid says that a ceasefire is not enough from the IRA: there also needs to be a "sense that the war is over", and an end to paramilitary activity has to accompany the general commitment to peace.

 Northern Ireland Squirrel Forum
The Northern Ireland Squirrel Forum (NISF) was established to bring together statutory and non-statutory organisations as well as representatives of country parks and local volunteer organisations dedicated to protecting the red squirrel in Northern Ireland.
In 1999 the NISF developed a Northern Ireland Red Squirrel Action Plan, based on the UKRSG Species Action Plan, to cover the mains aims and appropriate targets for the various organisations involved in Northern Ireland.
The forum was addressed by experts from Ireland, Italy and the UK to explore the issues facing red squirrel conservation in Europe.

The Northern Ireland Forum, or formally the Northern Ireland Forum for Political Dialogue was a body set up in 1996 to conduct the negotiations that eventually led to the Belfast Agreement (or the Good Friday Agreement) in 1998.
The forum was elected, with five members being elected for each Westminster Parliamentary constituency for Northern Ireland, under the D'Hondt method.
There was also a "topup" of two for the ten parties polling most votes; this ensured that two loyalist parties associated with paramilitary groups were represented.

I confess my total ignorance to the issues in Northern Ireland but would you say the way things are 'dealt with' up there in situations like that are similar to how the Krays kept the East End 'crime free' in the 60s?
Having thought about it, you can't really try to draw a comparison with a republican estate, imagine it was in England though, the police would have been in like Flynn and you can guarantee they'd have at least arrested some of them.
What is it with Northern Ireland and insisting on referring to the police by their full title?

The elections of May 30, 1996, were for delegates to the peace talks and to the Northern Ireland Forum which ran in parallel with the two-year talks process.
The very idea of holding elections was controversial and is believed by some to have contributed to the resumption of violence by the IRA in February of that year.
Various options were considered, including: a list system election with Northern Ireland as a single constituency; an 'indexation' system, where the relationship between seats and votes would have been non-linear; pairing off the new constituencies to make nine electoral districts; and the old favourite of the single transferable vote in each parliamentary constituency.
