The Northern Ireland Policing Board is the Police Authority for Northern Ireland, charged with supervising the activities of the Police Service of Northern Ireland.
It is composed of members of the Northern Ireland Assembly, and independent members, all of whom are chosen by the Secretary of State for Northern Ireland.
Although it is entitled to nominate members, the board is being boycotted by the largest nationalist party in Northern Ireland, Sinn Féin, as all of the recommendations of the Patten Commission have not yet been implemented.

The political party Sinn Féin, which represents about a quarter of Northern Ireland voters, has so far refused to endorse the PSNI until Patten's recommendations are, as it perceives, "implemented in full".
However, the other major nationalist party in the north, the SDLP, has joined the Policing Board and says that it is satisfied that the Patten recommendations are being implemented.
Cramphorn was formerly Flanagan's deputy, and with Flanagan's resignation Cramphorn acted as Chief Constable while the Policing Board sought a permanent replacement.

Reform of policing is central to the 1998 Good Friday (Belfast) Agreement and in the past five years, Northern Ireland has taken huge strides towards the creation of a police service that is more representative of the communities it serves, and that meets community and societal needs in a responsive and impartial manner.
The program was designed to give participants an opportunity to examine Boston’s experience of community policing through a series of presentations and dialogues with police and public safety officials, community representatives and activists, members of the clergy, and researchers of policing in the academe.

 Policing Board need to engage public more says report
The call was made in the lead up to the second anniversary of the establishment of the Policing Board by the Committee on the Administration of Justice (CAJ) who have published a 'Commentary on the work of the Northern Ireland Policing Board.
Among its other recommendations, the report called on the Policing Board to more actively solicit community input, and conduct as much of its work as possible, including its analysis of police performance, in public, so that the people of Northern Ireland are reassured the Board is holding the police to account.
The commentary is the first in a series that CAJ plans to publish on the work of the Police Service of Northern Ireland and the permanent policing institutions, the Northern Ireland Policing Board, the Police Ombudsman for Northern Ireland, and the District Policing Partnerships.

Launching the 2004-2007 Policing Plan, Professor Desmond Rea, Chairman of the Northern Ireland Policing Board said the Plan "sets 'objectives, performance indicators and targets' for the PSNI that are designed to be challenging, realistic and most importantly will deliver the policing service that the Northern Ireland community needs".
The seven key policing objectives focus on crime issues such as burglary and vehicle theft, dealing with public disorder (including anti-social behaviour), reducing the number of road traffic collisions by tackling speeding, drink/drug driving and non-wearing of seatbelts.
It is prepared by the Chief Constable, agreed by the Policing Board and endorsed by the Secretary of State for Northern Ireland.
