WATERBURY — Incarcerated mothers and their children attend a special storytelling celebration, the children are given new books to keep for their own, the prison receives a new children’s book library, and the inmates attend a seminar on how to read to their children.
Jill Evans, director of correctional services for women offenders at the Vermont Department of Corrections, said that children with mothers in prison “are seven times more likely to be in prison as adults than if their fathers were in prison.”
A visit to the Northern State Correctional Facility in Newport is scheduled for December 28.

It is with great pleasure that I issue this edition of the Memorandum on New Hampshire's Right-to-Know Law, RSA Chapter 91-A. The purpose of this memorandum is to provide a reference guide to the statute and to judicial decisions which have affected the Right-to-Know Law.
The New Hampshire Supreme Court adopted the U.S. Supreme Court's view that information about private citizens in government files that reveals nothing about an agency's conduct is not within the purpose of the Right-To-Know Law.
Many of the exemptions for law enforcement investigative records have yet to be interpreted by the New Hampshire courts.
