Builders, developers, mall merchants, students and others urged the City Council during a public hearing last night to dump requirements that they say have stalled development in Northgate.
But others said it was stubbornness on the part of Simon Property Group, the owners of Northgate Mall, and their unwillingness to work with the community that has caused development to stagnate.

On October 4, the organizations filed a 90-day Notice of Intent to Sue under the Resource Conservation and Recovery Act, alleging that the mall's stormwater runoff presents an "imminent and substantial endangerment" to Seattle's Thornton Creek and its salmon populations.
Because the mall has no detention system, runoff from the mall's 68 acres flows immediately to Thornton Creek whenever it rains, causing severe flooding and erosion.
According to Bob Vreeland, a retired fisheries biologist from the National Marine Fisheries Service, "The mall's stormwater surge carries pollutants and sediments that harm salmon reproduction and food sources, and the force of the flow flushes juvenile salmon from the stream.

Word came out this week that Seattle’s Northgate Mall was finally going to be getting an upgrade, part of which is going to involve demolishing the Medical Office Building and the Northgate Theatre that have long stood empty and unused.
The theatre was added not long after the mall first opened; I-5’s completion prompted a $10 million expansion in 1964, and originally open-air, the mall was roofed over and enclosed in 1974.
With the announcement that the old buildings will be demolished to make way for Northgate’s upcoming improvements, it seems that over fifty years after ushering in the era of centralized shopping and entertainment complexes, it’s time to say goodbye to the Northgate Theatre and its neighboring medical building once and for all.

The owner of Northgate Mall is seeking a buyer and might get as much as $110 million for the 132-store center, industry observers said.
The 1.17 million-square-foot mall is owned by David Hocker and Associates Inc., an Owensboro, Ky., private investment group with 2003 sales of $32 million (most recent available).
