Northwestel estimated that there were 15 to 20 potential customers in the region, and that the $375,000 capital cost equated to less than $25,000 per premise and was within the guidelines established in Decision 2000-746.

Northwestel has unveiled a plan that would see long distance rates in northern Canada drop to 13 cents a minute or less — but to do it, they will need some kind of subsidy.
This week Northwestel submitted its proposal on how it will compete in an open long distance market a year from now, and how it will bring basic service up to new national standards set by the CRTC last October.
Northwestel hopes that a subsidy can make up the difference between the money it already loses on the smaller communities, the money it needs to invest to improve its service, and the money that it will lose to other companies competing for long distance customers.

Northwestel says the contribution payment would replace the built-in subsidy to small communities that long-distance sales in larger centres have have traditionally provided.
Northwestel ­ along with the CRTC ­ have been forced into the process by a company called Call-Net Enterprises Inc., which made a complaint to the CRTC on October 15, 1996.
In Northwestel's May 30 plan, which we've just had a chance to look at, the company proposes that the basic monthly cost of having a telephone should rise to about $30 a month by the year 2000.

Northwestel’s new president, Paul Flaherty, this week refused to predict whether competitors will move North to challenge his company.
Northwestel had, in its proposal last January, asked for a subsidy of $30.6 million a year, increasing gradually to $40.2 million in 2003.
Until now, Northwestel has used revenue from long distance services to subsidize the installation and maintainenance of residential phones in communities where the real cost per line is $90 a month or more.

As part of Northwestel's ambitious plan to improve service to its customers, the CRTC approved extending single-line service to over 500 homes currently unserved, upgrading service to over 2,600 customers and eliminating mileage charges.

Northerners said they wanted the fund to keep costs down by helping providers in high-cost areas offer competitive long-distance rates to their customers without being forced to hike local costs to subsidize the service.
