The Norwegian football cup is usually just referred to as "the cup" or "NM" in Norway (its official name, though, is the NM SAS Braathens Cup, because it is sponsored by airline company SAS Braathens).
The first few rounds are set up by the Norwegian Football Association, and the top premier league teams are usually pitted against fairly weak amateur teams, often in rural areas, on the amateur team's home pitch.
The 1978 cup final between BUL and Trondheims-Ørn was the first and only Norwegian cup final to be decided on penalties.

Rudi Assauer, commercial manager of Schalke 04, refected this in April when he said that finishing third in the Bundesliga and qualifying for the Champions League was more important than winning the UEFA Cup (Schalke were still in it at that stage) as the CL is much more lucrative.
One option would be to reduce the number of teams taking part in the Champions League, so that say only first and second from the major leagues, and first placed teams from the so-called minor leagues could qualify.
