EU members are planning to pledge up to 120,000 soldiers for the new force, although initially the pool of troops will only be large enough to allow the EU to field a mission of 66,000.

As early as 1944 it had been identified as paramount that the re-building of a Norwegian defence force would have to rely on the weapon industry of a great power, especially with regard to re-supply and support in future crises.
That the Norwegian authorities failed in 1) informing the public that the destruction of German equipment was Allied policy and 2) see the economical potential for re-use of equipment in a country economically starved and set back by five years of occupation is another matter.
